OpenShift Console Operator fails to start with error "invalid flag: plugins-order, error: list must only contain currently enabled plugins" after upgrade to OpenShift 4.19

Issue

  • During or after upgrading to OCP 4.19, the Console Operator fails to start.
  • Console pods may enter a CrashLoopBackOff state.
  • The following error appears in the console pod logs:

    F0818 21:09:37.781565       1 validate.go:76] invalid flag: plugins-order, error: list must only contain currently enabled plugins
    
  • Users may also notice that the console-config ConfigMap contains plugins that are no longer installed in the cluster, especially if they were installed at some point in the past and then removed before the upgrade.

  • Red Hat OpenShift Container Platform (OCP)
    • 4.19
  • Operators previously installed:
    • OpenShift Virtualization (kubevirt)
    • NMState
