Image pull from the internal registry is failing in RHOCP 4

Issue

• A pod fails with ImagePullBackOff when the deployment is configured with the internal ImageStream URL.

  Back-off pulling image "image-registry.openshift-image-registry.svc:5000/example-namespace/example-imagestream:stable"
  

• The image-registry pod logs show the following error:

  level=error msg="response completed with error" err.code=unknown err.detail="unexpected end of JSON input"  err.message="unknown error"
