Recreate all containers on a Controller node in Red Hat OpenStack Platform 17.1

Issue

You are experiencing any of the four below possible issues:

• The sudo -E kolla_set_configs run in container failed for some reason, resulting in the error message 3 Bus error (core dumped) sudo -E kolla_set_configs.
• Containers managed by pacemaker fail to start with SIGBUS for some reason during startup.
• Pulling a new image from registry.redhat.io and recreating the container does not resolve the issue.
• If bolt_state.db is corrupted for some reason and podman package needs to be reinstalled.
