system-redis and backend-redis pods are not rolled out when upgrading 3scale from 2.13.4 to 2.13.7

Issue

3scale 2.13.4 have been deployed by 3scale operator with APImanager CR yaml on OCP 4.
system-rdis and backend-redis are deployed by the operator (i.e. not external database).
When upgrading the 3scale operator from version 2.13.4 to 2.13.7, almost all pods were rolling out, but system-redis and backend-redis pods are not. Is this normal? Should these pods deleted by hand to roll out?
