Add an option to force project synchronization on all controllers at once

Issue

When a project is synced, it is only done on one controller, then when a job is scheduled on another controller, it will sync the project at runtime if needed.
If the repository is not available at that time or has changed in a way that makes it impossible to sync (non fast forward commit, history rewrite, etc.) the job will fail.
