ETCD Operator is degraded as the ETCD Members are unhealthy.
Issue
- ETCD Operator was degraded due to below error:
EtcdMembersAvailable: 1 of 3 members are available, master-1 is unhealthy, master-2 is unhealthy
- The ETCD Operator is degraded but the ETCD pods are Ready and running on all the master nodes without any issue.

- Red Hat OpenShift Container Platform 4.13 and below.
