Upgrading the GitOps operator does not upgrade the ArgoCD version
Issue
- Argocd version stays in a specific version even after upgrading openshift-gitops operator to the latest version.
- Argocd version is not getting updated with openshift-gitops upgrade and overrides the version provided by the openshift-gitops operator.
