Unable to copy rules via WebDAV in BRMS

Issue

• For some rules, try to open them or copy them using WebDAV, a message "Unable to copy <source URL for asset>" is displayed. Therefore the operation is not performed.
• When JBDS tries to copy a rule whose name contains multibyte characters, a message "not found 404" pops up. In case of copying multiple rules, JBDS hangs.
