Server hung with message "Clock: inserting leap second 23:59:60 "
Issue
- Two Production Servers frequently gets hung and inaccessible.
console during that time, around Jul 15 06:53 to 7:10 AM CDT.

time.c: can't update CMOS clock from 58 to 1
time.c: can't update CMOS clock from 56 to 0
