Multicast traffic is not handled as expected by rp_filter in RHEL 7.3 and above

Issue

• Since RHEL 7.3, a multicast stream which should have been discarded by rp_filter is delivered to a socket if that socket is already receiving the stream from a source rp_filter accepts.
