Is it expected that when the qpid stops unexpectedly, all the data are lost?

Issue

We have lost power in our server room and the servers went down including qpid cluster. When I started them up, qpid on both nodes says "Cannot recover, no clean store". What can I do to recover the old messages? Is it expected that when the qpid stops unexpectedly, all the data are lost?
