Time-outed connections in starting qpid broker are not closed properly?

Issue

• having clustered broker with either:
  • cluster-size=X parameter used while less than X brokers are running
  • or when a new broker is joining the cluster
• new client connections are timed out - why?
• after a while, new client connections are bounced with "connection count limit exceeds" error - why? (as there are just few connections really established)
