Is there a list of the new features available for each kernel released by Red Hat?

Red Hat maintains changelogs in all of their RPM packages. For the kernel, these changelogs are extrememly accurate and representative of what has changed.

The rpm -qp --changelog [any of the kernel packages] will provide a list of the things which have changed in the package. For example:

$ rpm -qp --changelog kernel-2.6.9-1.860_EL.i686.rpm | more
* Fri Dec ...
