Upgrading to RHOSP 17x: Node provisioning failure due to incorrect `ironic` port binding host ID

Node provisioning fails with the following error message when performing a RHOSP 16 to RHOSP 17 upgrade because the binding_host_id on the ctlplane neutron ports does not contain the correct ironic node UUID:
