Adjusted Life Cycle Policies for CloudForms 3.x

The Red Hat CloudForms 3 life cycle has been extended. Production Phase 1 will now end on February 28, 2016, and then CloudForms 3.x deployments will move into maintenance phase. The high level information is here:
